A digital signature is a mathematical scheme for verifying the authenticity of digital messages or documents. Digital signatures are a standard element of most cryptographic protocol suites, and are commonly used for software distribution, financial transactions, contract management software, and in other cases where it is important to detect forgery or tampering. They are a specific signature technology implementation of electronic signature (eSignature).

The Public Key Infrastructure (PKI) in the India is realized through the establishment of licensed CAs. The Public Key Infrastructure of India comprises the CCA and the CAs, with CCA being at the root of the trust chain in India.

CCA certifies the CA Public Keys and issue certificate.

The Indian IT Act 2000 accords legal recognition to records in electronic for, prescribes Digital Signatures based upon asymmetric key cryptography and hash functions as the method of authenticating electronic records. Under the IT Act 2000, the Office of the Controller of Certifying Authorities is set up with the responsibility for setting up and operating the National Root CA, the National Repository and for licensing, regulating and overseeing licensed Certifying Authorities. DCs issued by any CA irrespective of whether it is in the private or Government sector are all legally valid under the IT Act.

Certifying Authorities (CA)

Certifying Authorities (CA) has been granted a license to issue a digital signature certificate under Section 24 of the Indian IT-Act 2000. One can procure Class 2 or 3 certificates from any of the certifying authorities.

Types of Digital Signature Certificates (DSC)

Class 1 Digital Certificates

Class 1 DSC is usually issued to individuals or private firms or to someone who wants to use it for personal use. This kind of certificate comes with the lowest kind of security, which is issued without any verification process and does not contain email Id and address of the applicant.

Class 2 Digital Certificates

As in ROC e-filing is made compulsory, every director or signing authority needs to hold a Digital Signature Certificate. As per MCA21, it is mandatory to get Class-2 or Class-2 with PAN Encryption Digital Signature Certificate for any individual who is obliged to sign manual documents and returns filed with ROC. Also, an individual is required to obtain Class-2 DSC with PAN Encryption for e-filing his return with Income Tax, India.

Class 3 Digital Certificates

Class 3 DSC is the enhanced version of Class 2 DSC. This Certificate allows you to Participate/Bid in any kind of On-line Tenders/Auction across India. And every vendor is needed to use a Class 3 Digital Signatures Certificate to participate in the e-tendering process.

How to get Digital Signature Certificate

Whether CCA issue Digital Signature Certificates to end-entities?

The Office of Controller of Certifying Authorities (CCA), issues Certificate only to Certifying Authorities (CAs). CAs issue Digital Signature Certificates to end-entities.

Step – 1 : Apply

The IE Code Application is filed online with Class -2 Digital Signature. It is required to have a valid DSC of the applicant or the Authorised Signatory

Step – 2 : Documentation

The documents to be uploaded while applying for the IE Code must be prepared, signed and stamped. After that, it needs to be scanned in JPEG or PDF.

Step – 3 : Virtual Verification

Verification by OTP on your registered Mobile Number as well as E-mail and thereafter verification by virtual method.

Step – 4 : Application Filing

Application for allotment of DSC is filed online, by furnishing information and uploading the mandatory self attested documents.

Step – 5 : Issue of DSC

The Certifying Authorities scrutinizes the application, which may call for further information or documents. Finally, the DSC is allotted.
